1. Registration Requirements

All participants must submit the following documents:

• For Students: Certificate of Enrollment
• For Government Employees: Certificate of Employment
• Name of the school or government institution

2. Eligibility

• Open to all bona fide students from:
  • State Universities and Colleges (SUCs)
  • Local Universities and Colleges (LUCs)
  • Private Higher Education Institutions
• Open to government employees from any public agency or institution

3. Artwork Requirements

• The entry must be an original digital artwork that is relevant to the competition's theme
• Any digital art software may be used (e.g., Adobe Photoshop, Adobe Illustrator, IbisPaint, Procreate, etc.)
• Technical Requirements:
  • Minimum resolution of 16:9 aspect ratio
  • File format: JPEG or PNG

4. Submission

• All participants must complete pre-registration through the official platform (To be announced)
• Each participant is allowed to submit only one (1) entry
• Entries must be submitted through the designated website or submission portal
• Each entry must include:
  • Title of the artwork
  • A short caption or description (2–5 sentences)
• Deadline for submission is on or before June 20, 2025
• Facebook Posting & Liking Period: June 21 – 25, 2025
• Late submissions will not be accepted or entertained under any circumstance

• All entries must be original creations of the participant
• No use of AI-generated content or stock images
• Participants must own all rights to their submitted artwork
• DICT reserves the right to use submitted artworks for promotional purposes

Overview

Shutter's Best: Mobile Photography Edition is a nationwide online photo competition open exclusively to bona fide students. Participants are invited to express creativity, digital inclusivity, and community spirit in line with this year's National ICT Month theme: "Walang iwanan sa Digital Bayanihan". Photos must be captured using mobile phones and submitted within the competition period.

Eligibility

• Open to all bona fide students aged 16 years and above
• Participants must be currently enrolled in a recognized academic institution (proof may be required)
• Open to students from high school, senior high school, or college
• No prior photography experience is required
• Individual entries only (no group/team entries)

Allowed Devices

• Only smartphones or mobile phones with built-in cameras may be used
• NOT allowed: DSLRs, mirrorless cameras, drones, tablets, GoPros, or any external capture devices
• Ensure your mobile phone can produce high-quality images

Photography Guidelines

• All entries must reflect the official NICT Month 2025 theme: "Walang iwanan sa Digital Bayanihan"
• Photos must be taken between June 5 to June 20, 2025
• Each participant may submit only one (1) photo entry
• Only color photographs are accepted (black and white images are not allowed unless future themes permit)
• Photo must retain its original EXIF metadata (date, time, camera model, etc.)
• ⚠️ Photos with missing or altered EXIF data will be disqualified

Technical Requirements

Supported file formats:

• JPEG (.jpg/.jpeg) – preferred
• HEIC / HEIF – accepted if taken from iOS devices
• PNG – accepted, provided EXIF data is intact
• File size: Minimum 1MB
• File name format: [LastName_FirstName_Title] (e.g., Santos_Andrei_BayanihanSpirit.jpg)

Editing Policy

Only in-camera adjustments are allowed:

• Cropping
• Straightening
• Brightness/contrast

Strictly no third-party app edits or filters (e.g., VSCO, Snapseed, Lightroom, Photoshop).

AI-generated or externally manipulated images will be disqualified.

Submission steps:

• Capture your photo according to the theme

• Entries must not include explicit, violent, offensive, or plagiarized content
• All photos submitted become the property of the organizers for non-commercial purposes (e.g., exhibitions, promotions, reports)
• Any violation of rules—including use of disallowed editing tools or tampered EXIF data—will result in disqualification
• The decisions of the judges are final and not subject to appeal
• The organizers reserve the right to amend these guidelines or adjust the schedule with prior notice

Theme: Cyber Kabataan: Walang Iwanan sa Digital Bayanihan

Project Overview

The DICT Region 3 Cyber Games is a gamified cybersecurity competition designed to engage high school students in Region 3. The event fosters teamwork, ethical digital behavior, and cybersecurity awareness through hands-on challenges, promoting responsible digital citizenship and collaboration.

Objectives

• Increase cybersecurity awareness among youth
• Strengthen teamwork and ethical online practices
• Enhance students' understanding of cyber threats and defense strategies
• Inspire future cybersecurity professionals through digital bayanihan

Target Participants

• High school students from Region 3 enrolled in SY 2024–2025 or 2025–2026
• Each school may register up to two teams, each with three members endorsed by the school
• Total participants: 28 teams (84 students)

Registration Process

Schools receive invitations via DepEd Region 3 / SDOs.
Online registration via Google Form.

Requirements:

• Endorsement letter (PDF)
• Code of Conduct & Consent Form (PDF)
• Team Introduction Video (MP4)

Competition Format

Conducted online using Google Workspace, Microsoft 365, Zoom.
Teams submit answers via the competition platform.
